According to legend, the land of Sindel was once the capital of the Ancient Elven Empire, but after their sudden and unexplained abandonment of technology, the city fell into ruin. Of greater significance to religious people and historians, Sindel Aerie then became the site where Magistrate Zoroa settled after the fall of the Harken. It was from there that human civilization sprung forth and populated the world, giving way to great empires and nations.

Zoroa then severed a large chunk of land from the surrounding continent, using his power to lift it into the skies and create the Holy Kingdom of Windgrace. Shortly after his departure, his followers began to construct an enormous tower - Sindel Aerie - in his honor, between the great cliffs. A project of unimaginable scope, seen for believers as part of the "Great Work", the construction of the tower has continued for thousands of years. At present, it is just under a mile wide, and stands half as tall.

Sindel Aerie soon became the site of many religious pilgrimmages, archaeological research, and sanctuary for those trying to escape persecution or punishment from the outside world. For "Pilgrims" - those who travel to Sindel Aerie for religious reasons - an important part of the journey is to in some way contribute to the construction of the tower - a ritual known as "The Laying of the Stone".

Over time, refugees, pilgrims, researchers, and criminals alike have settled on the site and somehow - perhaps by way of Zoroa's divine power - managed to co-exist harmoniously. However, as overcrowding became an issue, small bands began to fight amongst themselves for control. One group, the Steel Barons, rose above the others, achieving a decisive victory through the use of steam technology. The Barons' leader, citing the teachings of Zoroa, wished to preserve the libertarian and egalitarian spirit of Sindel Aerie and declared that there would be peace, but no rule. Following this decree, the Barons filled the role of the site's protectors, and the people of Sindel Aerie have managed to live together in relative peace.
