ORCHA, an abbreviation for "Organized Chaos", is a notorious anti-government militia operating in various cells throughout the Laconian Federation. For several years they have claimed responsibility for bombings at government facilities, the kidnapping and ransom of key personnel, and the incitement of riots amongst the general populous with their messages against corruption and deception.

The leader of ORCHA, Cain Oslow, is extremely resourceful and even more elusive. Just when it seems as though the Laconian Government has weeded out the last remnants of the organization, Cain's survival and escape seems to ensure that it will take root again and remain a thorn in the side of President Illyana Martel.
